Need help with Internal Mail setup

Specs: Windows XP
I've started working for a small business (a charity really), and they've asked if i could set up an internal mail system for all the staff

since not many here use the same computer all the time, and every computer can be used by many different people without each person logging onto a different user account, this makes all the ways i've seen of setting up an internal mail sytem useless for their needs

is there any way an internal mail system can be set up that allows anyone on any computer to log into their own inbox,

i hope that makes sense

What makes them think they need an internal mail system?

That's a lot of work to setup and maintain and to be honest, it really doesn't seem to me to be worth the effort. Especially if by "small" you mean less than 10 people.

its about 15 full time staff, and about 10-15 volunteers who may be in only a few hours a week, or a few days a week

at the moment passing messages around is a job a few people have to do (depending on who's availiable, and who is in)
and we also have strict rules about what sort of information we can leave lying around in written notes

its a lot of work as is it unfortunately
