We are using ADSL Comtrend CT500 Router for internet gateway access. If we are using dynamic public IP, is it possible that we do port mapping on the router or do a static route to a particular IP on the LAN side?

sure... depending on what you want to do.

1) To have a daemon (service) of some sort:
Using intitiative, (or if that fails, a good packet sniffer) determine the port # of the service you want to share, then set it up in the port forwarding, potentially under advanced settings, to the IP of the computer you want to host that service (assuming you are using NAT+DHCP)
2)??? post another use for your quandry...
