My ping is way too high

Specs: Windows 7

For months now, my ping has been dropping at an inconsistent rate, for inconsistent periods of time. I can be up for an hour, down for three days. On a good day, I usually ping in at 15, but when it's down(which it seems to be more often than not) it has gotten as high as 1000. Here's a list of the things I've done

I've run the computer directly to the modem, didn't have any effect.
I've replaced a splitter in my house's cable room. This dropped my latency by a few points
I've replaced the modem. This stopped my download and upload from tanking along with my ping.
I've reset the router and the modem(I can't believe people still ask me if I've done this).
I've tried using a different coaxial cable. No change.

I'm at my wits end with this. Any help would be appreciated.

Ping can, and will vary with how congested a network is. The higher the load, the slower the ping time and the greater the latency.

If everything is working correctly (ie: you're able to surf ok, game ok, download ok, etc) then there's nothing wrong with your connection other than a high ping which usually doesn't mean much.

If you're having connectivity issues you need to contact your provider as there's nothing we can do about it.....anymore than we can "fix" your ping issue.

But that's the problem. The ridiculously high ping IS affecting my surfing, gaming, downloading, etc. When my internet goes down like this, it's easier to just throw on the 4G on my phone and use it that way. I'd really like a fix for this, because it's making me tear my hair out.

Apparently you didn't read all of my previous post so I'm going to copy/paste the pertinent portion. I'll bold it for you so it really sticks out and (hopefully) gets your attention and causes you to read it.

If you're having connectivity issues you need to contact your provider as there's nothing we can do about it.....anymore than we can "fix" your ping issue.

Oh and just FYI, a high ping is a symptom of some other connectivity issue, not the cause of it.
