If the answer to my question is "yes" in all cases, then your problem is not a network issue, it's likely to be an issue with either Netflix itself, or whatever device you use to connect to Netflix. In that case, you'd need to connect to the support for Netflix or your device in order to get support.
If you having other network issues then please describe them and the frequency with which you have them.
