my internet speed as 1mbs but is working at 1

Specs: Windows 7, 4GB
Our intenet has been running at about 125KBs, and should be at 1 MBs. We live out in the country and about 10 months ago the internet service put up another reciever on our house so that the nieghbors could get internet, and ever since then the service has been really slow. We ge the internet for free because we service other houses as a hub, and my father in law does not want to make a big fus over it, because he does not want it to be taken away. Keep in mind my laptop is top of the line and every one elses laptop in the house shows the same slow results while trying to look up video clips.
Our internet provider is a small local based company. The tech guy, who sets up all of the internet services, came by the other day to "fix" our internet. He ran an internet spped test and it showed that the speed was at 1.3MBs and I told him that that number was not right. He ran the same test on my laptop and it showed 500 Kbs from my router. we have a main router in the garage and that router has 2 other routers connected to it. The issue is the internet is not is being transmitted as fast as what he says or there is a cap on the amount we can recieve. There are ony three laptop in use in the house. Help me Figure out what is going on and if there is a way to take the cap limit off of the computers. I had fast internet before, so I know how fast it should be when looking up youtube videos

The tech who came out was most likely correct, and you are receiving 1mbs internet speed. What is probably happening is your neighbors are using the internet, and when they use up a lot of bandwidth, the internet speed is obviously slower for you. The only thing I would suggest is cutting your neighbors off or getting your own separate line.

Don't expect any kind of decent service if it's free. The other people sharing your internet access will probably be paying for it (someone has to be paying for it) so they are getting the lion's share.

Get your own service from another provider. Even in the countryside you still have a choice.
