my download speeds are way too slow

when i run a speak easy test i only get 394 down and 374 up and I have fiber optic cable and I should have speeds around 2500 to 3000 kb/s? (T2 at least.) Could someone please help me. I have a wireless router and my main internet cable is plugged into the internet port of wireless router and a universal internet cord is in port one of wireless router and in the back of my pc. I have broadband internet as well. And i have a power source inside my house and the modem is on the side of house. I have tried everything. My isp company cant come out until next week and they charge $50 just too look at it. Don't want to wait that long. I have internet connection just really slow download and transfer speeds when i download a file from PC like i tunes for ex. it use to take me 22secs and now it takes me around 22mins. I have even tried to bypass the router but the download speeds are about the same.
