Path, a old school concept. Your path is incorrect. You do NOT have what I listed in your path. Path provides the way to the executable you are calling. The commands you want to use are in the system32 folder. Simple test is cd to the system32 folder and run ipconfig. It will work.
Path is explicit. So \windows\system32\whatever is not equal nor does it provide the correct path \windows\system32.
correct in control panel-system-advanced-enviromental variables

my apologies. I misread your url. You have %systemroot%\system32 which should be correct. This makes me suspect %systemroot% is misdefined.
Go to a cmd prompt and type cd %systemroot% where do you end up?
Add c:\windows\system32 to the path [or whatever drive letter you are using] and see if that makes a difference
