Hallo,
I want more that one Windows XP machines to be able to work simultaneously on the same Windows 2003 server. Currently, if two people access the same server and they try to use the same software, the software can not be used by the second.

To use software in a multi user environment it has to be written for multi-user use. A lot of software comes in single-user and multi-user versions. The multi user version usually costs more, a lot more.
However, knowing what software you are referring to will go a long way to knowing what the problem is.
