I need to be able to send files with that program : mirc.exe it uses port 113 for authentification and ports 1024-5000 for file sending. I can't configure my router to allow it, it is a major puzzle. Any help appreciated.

It might not be the router that you have to configure. Look at the exceptions list in Windows Firewall.

If you wish to act as a server (ie: allow files to be downloaded from you) you would have to port forward on your router's firewall (assuming you're using one) and ensure the windows firewall (or any other firewall software you may be using on the PC itself) is also set to allow the connection.
