I would like to know if it is possible to connect a phone line to my computer
to make and receive my phone calls using Microsoft Phone Dialer or any other
softwear? (without using internet)
If so, how to setup it?
should I have a modem for it?

Yes you need an analogue modem. The phone line connects to that and the dialer uses the MODEM.

You cannot just plug a phone line into a computer unless you have an internal MODEM.
