Making Home PC into an FTP Server

I've a PC which I would like to make into a FTP Server so that my friend can download from my PC. Unforunately we tried Guild FTP and it ran but no system can access it. It always shows Timed out Operation in IE dn FF. Dont know why this is not working but there is one thing Im sure of - ping never works because the ISP has disabled it. So ping yahoo.com will not work too. But then then we can use Yahoo's FTP Server for downloading. So I dont understand how PC FTP wont work ? Any ideas ? Thanks Thanks

Sounds like you have a Cable Internet ISP. Most Cable Internet providers offer different services, one being Home Use and others being business use accounts. Most do not allow Home Use accounts to operate servers through their networks and they use dynamic IP addresses. Read their service agreement very closely.
Business accounts which sometime allow the use of servers would be much more expensive.
It would cost a lot less for you to just pay for a web site with FTP support and with enough storage to save any files you want to make available. Then upload the files to it. Most Cable providers even include a free "personal" web page (like my link above) that with a few simple tricks can be used to allow someone to download files.
