*Desktop PC with 56k modem WinME with the phone line connected to this machine
*iBook OS X

Can I configure it so I can dial-up to the internet from the iBook over some sort of wireless connection in my house?

First things first. Take the word wireless out of the equasion. Unless you have only wireless from Mac to an AP to the ME, or Adhoc from Mac to ME.

Network the two together, I assume you have an Ethernet NIC in both your Mac and ME...use TCP/IP, set up ICS on the ME and cross your fingers.
