logon to NT domain over routers

I have a small public address subnet w/29 mask(site2)which attaches to another subnet(site1) via a private ISDN circuit (connected with 3 com officeconnect remote ISDN routers.) Netware works fine, however, I cannot logon to the win2k pdc (located at site 1). It doesnt show up in Network Neighborhood or in Explorer. However I can ping the WIn2k server. I have set up an LMHOSTS file at the site 2 win95 machines with no luck. Any ideas?
