Linux network tuning over frame relay

This is a double post, I posted this in the Linux section to, but really would love some input...
Here's a question... I'm running redhat7.0 and am trying to tune our network. My goal is to improve our network performance and through put. I've been playing w/perameters inside the proc fs. I've increased my send and recieve socket buffer sizes (this increased my window from ~32 to ~64) I've also been playing w/turning on and off things like timestamps, window scaling, and selective acknowledgements. One of the long term goals would be to do digital voice recording over our fram relay network that spans across the country and into Canada. If this is kinda confusing the things that I've been playing w/are: /proc/sys/net/core/rmem_max & default /proc/sys/net/core/wmem_max & " /proc/sys/net/ipv4/tcp_sack, tcp_timestamps, and tcp_window_scaling
