Linksys BEFW11S4 slow internet LAN

Hi, I have a Linksys BEFW11S4 v2/v3 gateway router. I have 4 PCs connected to the router and also one laptop for wirless access. DHCP is enabled. I was running a webserver and a vnc server on my windows machine. Since the ip address used to change, I set up a mixed mode LAN in which the webserver now has a static ip. The problem is that the internet speed is very slow on the windows machine and when I reboot the router then I have a good internet connection and it deteriorates as time goes by until i get <56kbps speed. The other machines with dhcp have very good internet connection speeds. I use the roadrunner cable service and have also upgraded the latest firmware.

Make sure your Windows machine nic card is set as auto for speed and duplex , do "not" hardcode the speed and duplex this causes a speed /duplex mismatch on these home routers because all they know is auto . If you hardcode the speed and duplex this will cause all kinds of errors and slow performance .
