Limiting programs to one NIC of two

I have a computer with two NICs, that connects to two completely separate networks. One is the primary one, that I have all my work & e-mail on. The other one I don't sign into, I just pull down an IP from it because internet on the other goes through a proxy & is very slow. However, one network or the other keeps trying to take over. The browser (I tried both Firefox and IE) end up trying to go through the proxy instead of the direct connection. And if the 2nd network is active at all, Outlook (2003) will not connect to the server. Is there a way to force a program to use one NIC and ignore the other?
