Limited or No connectivity

Well i was having problems connecting to the internet so i ran a winsock fix on my computer and what do u know still didnt work. I then found out the next morning that it was a problem with my ISP rather then anything on my end. So I then go to hook up my pc to my second nic card (its a usb adapter NIC) . I then get error messages on my computer of limited or no connectivity. Ive checked network sites for troubleshooting sites and still no help. Ive removed the nic, uninstalled it and reinstalled it. Ive then tryed using the repair feature on the connection and it pops an error message or unable to renew ip address. This all started when i ran a winsock fix on my computer running winXP. Ive tried everything fellas and still no luck im looking for some support here now. When i check the status it says invalid IP address and then shows the limited or no connectivity message. The only thing i have tried is manualing setting the Ip address and then im still losing a lot of packets (example packets sent 2,000 - recieved on second computer 1,00). Basically whatever connection i get its cut in half. My main nic is enabled to use DHCP so i think theres something up with the DHCP not assigning the second nic a IP addy. Thanks for any help im sorry this is a long post i just wanted to give as much info as possiable.

Okay, from the DOS prompt, type in ipconfig /renew.

There's a good chance you'll get an error message saying something to the effect of "Unable to renew device. An operation was attempted on something that is not a socket." In that case, follow the instructions here:

no still no luck with that. I didnt get that error message. Any other ideas??
