Limit internet access

OS: Win2K server
CPU/Ram: Xeon / 512
Comment:

IP = 192.168.0.0
NT 4 Server / NT 4 clients
WinProxy 5.1
The LAN has 250 nodes.I want to limit internet access to only 2 computers .How can this be done ?
Can't use ICS with NT 4 Server.

you can limit internet access through you WinProxy.
