Limit ALL upload speed at once?

Hi, I'm on windowsNT with T1 LAN connection, i want to set the limit for ALL upload speed at once. Please if any body know how to do this on windows or if theres any third party speed control program. thanks

Most advance router equipment are doing this! what router do you have?? Give more information. Otherwise, if you have a unix/linux server it's easy to specify the amount of bandwidth that may be used by each services (tcp ports), or by users basis.
Otherwise, ask your upstream provider to set this rules on their own router.
