Laptop WIFI extremely slow

Specs: Windows XP
I have an older laptop that is getting excruciatingly painful down speeds. I have FIOS and my upstairs desktop is connected directly to the router and gets about 14Mbps down. My laptop is directly below the router with just a floor in between and gets 600Kbps-1Mbps down. I would expect some reduction in speed, but not that much.

I forgot to mention that the upload speeds are about the same on both machines, my laptop and desktop get around 1Mbps-2Mbps up.. the up on the laptop is usually much faster than the down

So I take it you are doing wireless between floors?

Wireless has huge overhead which translates into smaller data payload. What you send out is less than what you get back. You are clicking "yes". They are sending you content with graphics.

Running a wire would give you better performance but this isn't always practical.

Might want to compare when the laptop is in the same room with the router.
