LAN to LAN

The scenario is as follows: there is a LAN with a given number of PCs connected. PC1 is directly connected to internet through a modem attached to ethernet adapter 0. A hub is attached to eth1. Every other PC in the net is attached to the hub. PC1 use ICS to share the internet conection.
Now, PC2 host a service at a forwarded port. It is known that people from the outside can connect to this service. However, computers from inside the LAN cannot.
Is there any way to solve this? Is MS Loopback Adapter usful in any way?
