LAN Network Time Out

I am in a University Network where all computers are joined to the domain server and SSG firewall installed, and we have a badwidth of 2.5MB and some time we experience time out even on the LAN network it self. Most times slow browsing. what could be the solution to this.

It can be a number of things like topology, incorrect cabling, dns misconfiguration...etc.

Let's start with some questions.

How many Domain controllers?
How many internal DNS servers?
If you do an ipconfig /all are you pointed to the internet for dns or a microsoft dns internal server?
