I'm not a complete expert on this dan, but I have come accross he same problem as well. It seems to occur because Windows 9x (95,98,me) use share level access where Windows 2000 is user-level access to shared resource. IPC$ is the name a hidden share in Windows 2000. What happens is since Win 9x doesn't is share level access, 2000 cannot connect it to the hidden share which for some reason requires a password. In order to connect windows 9x to a 2000 share on a workgroup is to enable the guest account.

That is my theory, take it for what its worth, here is my solution (which is not theoretical). Go into Control Panel-Administrative Tools-Computer management. That will open up the Computer Management properties window. From there, click on local users and groups-users and double click on the guest account. In the guest account properties window, uncheck "This account is disabled" and click ok and exit out of all that stuff, and that should do it.
