i am setting up a network and I can ping
127.0.0.1 but i can't ping the computer's ip itself or the host computer on my network. I know part of the networking is going right cause i can share files and play games over 1px but not over tcp/ip PLEASE HELP

That sounds like a protcol stack problem. Try uninstalling then reinstalling the TCP/IP stack.

make sure you have ip obtain automaticly and go to the run menu type winipcfg, hit release all then renew all
