Specs: Windows XP
all the clients are using static ip address....i also guess that the isp are the cause of the problem...thanks.

If you are using static IP addresses and you have a conflict this means 2 computers are assigned the same IP address. You will have to locate these computers and change the problem IP address. I think we can rule out your ISP as the cause of the problem.

I see now that you have a previous post on this problem. You should post all replies there instead of double posting as this only causes confusion.
