If you want to connect to your friend over the internet you need their external ip address.
The site linked below will provide it to him:
ipconfig gives you the internal ip address... this is for use within an internal network.
You can't get / find his ip address... he has to visit the site himself and retrieve it.
Be very careful never to provide external ip addresses in a public forum where everyone can see it.
Connecting to him isn't as easy as just getting his external ip address... there are security tools (such as firewalls) which need to be configured to allow an external connection.

There are two different type of IP address, public and private.
To get a public address use ip-address.com
To get a private IP Address use ipconfig /all
To get your friends IP address ask him. There is no other way unless you are his ISP.

Why? and don't say security. You have explained why in your last paragraph. Just knowing someones IP address doesnt allow you to connect unless the remote computer has something running that will accept the connection. Knowing someones external IP address is no more a security risk than knowing his telephone number.
Every time you send anything out over the Internet your IP address goes with it. Every web site you ever visited, every Email you ever sent and. every instant message you ever sent takes your IP address with it for anyone that care to look can find.
And people that put IP address like 192.168.xx.xx on the web are just being silly. They are hiding and IP address that probably exists on thousands of computers throughout the world.

C'mon Stuart,
People just love a challenge.
I bet of the thousands of readers that see an external ip address in a forum many ping it. And those are the not so saavy ones. Then you have the script kiddies that will try to run scripts or DOS attacks.
The typical PC user will read emails and surf the web, I couldn't tell you how many HJT logs I have seen with NO security whatsoever. Many don't even configure the router so their hardware firewall is protecting them.
And those that do have security, some will only see as a challenge. It might only be a home pc user... but I bet they think what fun it would be to compromise their system, and let the PC owner know.
Oh... and by the way I saw the external IP address @ ........
