I have an IP address of 192.168.0.255 in my network which is not assigned by DHCP and neither by Static IP but I when i scan i can see the 192.168.0.255 and it seems it is sending packets. how can i find what is the problem?

192.168.0.255 is a broadcast address. It is used as a destination address to broadcast packets to the rest of you network, mainly to let other devices on the network know that the device broadcasting is on-line and available. It should never be allocated to a device like a NIC or router.
Where are you finding this IP address?

I have Iris Network Monitor and it shows sometime that from 192.168.0.255 there are packets coming from that ip

This is normal on network monitors. It is just showing various computers broadcasting there presence to the rest of your network. Nothing to worry about.
Because the first two number are 192.168.xx.xx it indicates that the packets or originating from within your network and cannot get through a router to get onto the Internet.
