IP address Issue

A few days back I used "Hide IP" software. The issue is that the fake IP seems to have stuck on my system. I have uninstalled the software & even reinstalled the windows (which I was going to do anyways) but some sharing sites (i.e. Rapidshare) say my IP is already downloading a file, which I am not. This is the IP address it shows "203.82.48.171" & its not mine. (My actual IP address is by-passed from proxy)
What seems to be the issue here & plz be as layman as possible?
