Internet working lan not sharing

HI! We have a server - P4, Dual boot system having win98 se and Win XP. Lan setting is done in win98. 16 pcs is conneted to LAN. (CABLE LINE)The problem is that in all the 16 computers internet is working but LAN is not working.I cannot see none of the computers when i click network neibhourhood. but sometimes it comes (shareable).i.e. it is intermittent sometimes LAN works sometimes don't. Why? PLEASE HELP ME OUT IN SOLVING THE PROBLMES THANKS
