Internet Speed Problem

OS: Windows XP home ed.
CPU/Ram: 3.00GHz, 2.99GHz/512MB
Product: Dell Dimension 4200

I have a problem with my internet speed in that it seems awfully slow considering i have broadband. It suppose to be up to 8MB broadband and although it depends on the area i live in to get the max, (which im not in), its only downloading at a rate of approx. 50KB/sec. Ive run numerous online connection speeds and they are all pretty close = Download Speed 281kbps, Upload Speed 332kbps PING 64ms. In the past its been alot faster (up to 200KB/sec) but i cant understand why its so low now.
Could anyone help to optmise my speed or is it just stuck like this.

Are you sure you don't have a software downloading in the background? or maybe you're forgetting an open torrent

do you have a firewall running, that will slow it down? sometimes antivirus, will do as well, as the file is being downloaded, antivirus will check it before hand? I would also check you MTU, to see where it's at?
