The basic answer is you need at least an IP/subnet mask and gateway address that would allow you to us tcp/ip.
You'd need dns or some other way to use FQDN's.
Your ISP may need some authentication to allow you to access there services.
Start at step one.Do you get a public IP address, subnet mask and maybe even a dns ip from your ISP?
Do you need to use PPPoe or some other form of authentication?
"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10

can you ping from your computer 4.2.2.2? if so, your Internet is working, but if you can't ping ibm.com or tv.com, then you have a DNS issue, if that being the case, then just staticly add 4.2.2.2 as you new DNS, and then everything should work fine..

What does ipconfig show? What were you doing when you lost connectivity? How are you physically connected to the net? Cable? DSL? Are you using a router/modem combination? Provide answers to those questions, and we'll be able to offer an informed opinion on how to troubleshoot and fix.

What exactly does ipconfig show? Are you sure you're network cable is connected on both ends?
