Internet cutting in & out in new apartment

Specs: Windows 7, 3gb
I just moved into an apartment, and the internet cuts out every 5 mins(ish) for a few mins at a time.
I am connected to the internet via a cable that is plugged into the wall. I have tried running the 'diaignose problems' via the windows help things alot of times but nothing really helps. ONCE it came out with the there may be a conflict of ip address' so i refreshed?/got a new ip address. This didnt seem to help. The modem is downstairs locked in a cupboard so i cant get to it, also the landlord doesn't seem to be much help. If anyone has any idea's or more questions so that i could get to the bottom of this, any input would be very welcome. I badly need to internet so i can catch up on some work. I dont know huge amounts about computers, and networking stuff. So maybe try and put things in layman's terms.

What error message if any do you get when the internet drops out?

Since you access via an ethernet connection provided as part of your apartment lease you should complain to the landlord. Do you get any "network cable is unplugged" messages? or "Limited or no connectivity"

These would be signs of faulty cable or connection between your PC and the Router.

If the internet simply stops responding your problem might be the quality of the internet connection and the number of users that are connected to it at any given time. Without any details on the type of internet connection and the hardware configuration of the LAN you are connected to there isn't much we can advise that would be helpful.
