Internet Connection Sharing WIn 7 DHCP

Specs: Windows 7
Internet Connection Sharing. On one of my pc's with Win 7 I try to use ICS and it does not work. I have tried forcing the ip address on the LAN connection on the host computer ( or something) and it will not assign an IP address to any device hooked up to it.

On my macbook running Win 7 and all the settings the same, all of the same devices work fine. I tried using a cross-over cable and switch (not at the same time) with no luck. Not using any firewall and I've tried for days. Any thoughts?

A SOHO Router (SOHO = small office/home office) is an easy way to allow multiple computers to connect to the internet through a single internet connection. A SOHO router provides a firewall as well as DHCP and NAT and if you use one, doesn't require leaving one computer online all the time in order to allow other computers to connect to the internet.
