Internal dns and websites

I have 2 internal dns setup in single domain windows 2000 network with 2 D.C.. Also, both dns has a forwarder pointing out to my isp in order to browse the internet. And also, in DHCP i have internal dns addr's to assign it to clients.
I also have a department website running on iis, and the website name has the same name as my domain name.
so what happens is that all internal clients can visit all the websites except our department website. But, when i add my isp's ip in clients tcp/ip's dns field it works fine. By the way, clients are all mix windows 2000, xp and 98.
So, do i really need to put in my isp's addr in clients dns tcp/ip property, even if i have it in dns forwarder?
any suggestions for this problem would really be greatful.
