I can't seem to connect to my router either

I am having the same problem as Gene

Your router's LAN IP is 192.168.1.254 and your PC's is 192.168.1.3 so you should be able to connect.

First, open a command prompt window and try pinging the router's IP:
ex:
ping 192.168.1.254

If you get proper ping responses, then open your web browser and type that IP in the URL field and hit enter and you should get the router's management interface.
