Try lowering your security settings under Internet Options.

I tried it, but still no luck. I think it might be some type of virus that does it, but my adware, spyware, and virus scanners havent found anything...

Go here and make sure the SSL boxes are checked.

Tools, Internet Options, Advanced and scroll down to the Security section.

What he means is that service runs on a differnet port number. HTTP runs on port 80 and HTTPS runs on port 443. Make sure that you are forwarding port 443 through your router and allowing it in Windows Firewall.
This would explain why none of your browsers can view any pages that run over HTTPS.

Try doing a repair on IE and make sure you have the 128 bit encryption model not the 64.

Go to Help, About and see what version you have. If it's the 64 bit, you'll have to upgrade.
