What are you expecting it to connect to? 192.168.1.12 is a private address and will only connect to a server within your Local Area network.

172.16.106.1 is a Class B private IP address 192.168.1.1 is a Class C Private IP address
It depends how the router is configured as to which one you use. Most SOHO router are configured with a Class C IP address although I have seen some with a Class A IP address.
So what's the problem with the telephone number?
The + indicates it is an international number and replaces the leading zero which indicates a national number. Are you trying to enter the number somewhere that doesn't recognise the international convention and is expecting a leading zero.
