What I think they are asking you is; who is your internet service provider?.
P.O.P=post office protocol...this is the receiving part of email
S.M.T.P.= simple mail transfer protocol, this is used to send mail.

So, when sending and receiving takes place both these protocols are used, one to send your mail and one to receive it. Your server would be your ISP.

Most mail is POP 3 which will be the default setting unless changed.
