Almost all capping of broadband service is done at the ISP's facilities now... you can tweak your modem to run more efficiently, but that's about it. Otherwise you're looking at a lot of frustration and possible jail time.

Is your modem being capped at 185k or is that just the best you get on speed tests. These are two different things

If the ISP is capping your modem at a slower speed than you are paying for, then you should discuss it with your "current" ISP's Service/Support management.

If it is just the best speed, then you may have a lowband signal strength problem or noise on the line. All it takes is one bad or loose connection on the line, or a wet one to drop the maximum speed the link can support. You should check all of your wiring for loose or damaged wires or connections. Or too long of cable runs past electrical equipment.

I am not seeing a possible way for you to empirically prove or determine a cap existing at all (other than generalizing, I'm talking about a definitive test).

For one, your line quality and distance are variables which you cannot reasonably calculate into your bandwidth equation (a really big equation, incidentally).

Also, the cap is completely transparent (unless your ISP is incompetent). The DSLAM (the big box that gets you onto the Internet) is setting this requirement (really a filtering device right before that probably).

Don't be upset with 256kbps. A lot of ISP's are going down to 128kbps and that can be really pathetic.

Also speed tests are really guesses.
