How to set up wireless Internet?

Specs: Windows 7
I just moved into an apartment with free wireless Internet. A Netgear CG3000D router was provided. I've connected the computer to the router with an ethernet cable which allows me to access the Internet. I can't access the IP address to login and set up the wireless Internet though. The error message says: The connection has timed out. The server at is taking too long to respond.

To clarify:

Your apartment provides "free" wifi internet... and you want to connect "your" router to it? Presumably to allow you to network a few things (printer, another computer) and also use the internet for any of the attached (networked) computers etc.?

Can you connect directly with your computer to the free wifi OK?
