polycarpe you give us two pieces of information. One is you have cable and the other is you want to access a pc via vpn.

What is missing is this one and the same? In other words is the pc on this cable network or is it from this cable network you want to connect to a remote pc via vpn.

Answers are only as good as the information you provide.

you will need VPN software that will act as a client and server. Plus you need a protocol called "IPSec" Google that and you can find out more on that protocol. As for the Dynamic IP, that is not a problem but since your IP expires periodically, your connection will have to be renewed at least as often.

With Dynamic IPs the simplest solution is to use third party VPNs like...

https://www.gotomypc.com/tr/ggp/got...

These sites install an app on your computer that updates the Third Party with your current IP at all times. This way you can have a Dynamic IP. The ones I posted will remote you into your computer so you can control it from another but if you simply want File Access there is...

Hope this helps.
