How to set up Network Queue

OS: MS Server 2003
CPU/Ram: dual core, 4gb ram
Product: Many different ones

How would I go abou setting up a network queue, like ticket master, on a webfarm? Let's say my network can only handle 250 current user sessions and when the 251st user tries to access the website, they are bumped to a page that says "Please Wait...". Where would I go about finding how to set this up? What's involved? Looking for some guru to answer this....Thanks ahead of time.

IIS config should have that. Pretty sure maybe. I know ftp does.
