I tried winipcfg but it returns a popup error message: The ordinal 1001 could not be located in the dynamic link library WSOCK32.dll. What does this mean? Thanks!

Don't know how to break this to you but the most common reason WSOCK32.DLL goes loopy like this is if you have a virus called MTX, Matrix, or a variant thereof. These damage the DLL when they insert themelves into it.
Scan your system with a current A/V and then unpack a replacement copy of WSOCK32.DLL from your Windows CAB folders. See Microsoft Technical Bulletins Q298436 and Q242191 for more information.

also tcp/ip may not be installed or corrupt. You can try to remove it and re-install control panel network..protocols. hilite it remove it then add it back it is under microsoft.
