Little if any of the information you have provided has anything to do with internet speed.
You are running Vista on a system with 1gb RAM possibly shared with onboard graphics. What you have not said is what kind of internet connection you use and how you connect to it, nor if this connection is shared with other devices.
Nor have you given any data on your current measured internet upload/download test speed nor why you think you need to speed it up.
So. Are you on dialup, Cable, ADSL or 3G mobile? maybe even satellite?
Do you connect direct to Modem or to a router? Wired or wireless?

Have you tried any of these?
