How to you enable DCHP and how can you define the scopes?

A little bit more information would be helpful. Do mean enable DHCP on a client or a DHCP server like a router.

If it the former got to network connections and right click the Local Are Connection. Select properties properties and select Internet Protocol (TCP/IP). Select properties and select obtain IP address automatically.

If it is the later, which is probably what you mean as that is where you define the scopes, that depends entirely on which router you have.
