There are a couple of things you can do here. There should be a reset button on your modem that will take you back to when you first took it out of the box and start over or you could go to a command prompt and type in;
route print
press enter. The Default Gateway will be your IP address of your modem and then you can use that IP address to log back into the modem and change the settings.

if he is configured for dhcp and he turned off dhcp he will get no ip from the router. XP will default to the iana supplied ip address with no gateway.
I am surprised your ISP allows access to the modem. Are you sure we aren't talking a router here????
Reset is a good start. If modem you will most likely have to contact the isp for help.
