How to disable commands in ftp

Hi, I want to disable some ftp commands. For example "User1" can not use "mget" but he can use "get". How can I do it?

In the ftp server's conf file. Depends on the server - read the doc.

I searched the conf files before I put this query here. Even in the docs I couldn't figure out it. So My question is that, is that possible to disable commands.. because I tried this in 2 ftp servers namely vsftpd(Linux) and CuteFTP server(windows). Can any body help me?
