how to create workgroup thru router

in my company i have 10 pcs connected to server thru router, i try to create a new workgroup for my division only, but i cant access the workgroup that i create even it appear in the explorer, is that because the cable still connect thru router or something else, cause i try to change my ip but the result was same.

a workgroup has nothing to do with wiring or ip addresses.

If you had an existing workgroup and the server was part of it then the router isn't preventing the workgroup communication.

Are you trying to access the workgroup from the server or via one of the 10 pcs?

Are you sure the "workgroup" really isn't a domain?
