If you have steady IP "PCanywhere" 9.0 and 10.0 by Symantec will do the job.
http://www.symantec.com/pcanywhere/
You can download trial version and test it first before purchase.
you can buy it from other then symantec sites for as little as $40 this is one of them:

You local IP address is not an internet address (although there are some internet services -- pay only -- that will route to your connection if you connect your home PC to the internet and you don't get logged off by the time your reach the other PC--and you don't get hacked into in the meantime.)
Best bet is to use pcAnywhere and set it up for phone line connection. Then you can "call" your home PC through a modem.

What the H-E-doublehockeysticks are you talking about, technotony? Unless his computer is a NAT client (which he did not specify), his "local IP address" most certainly *is* an internet address. And this applies to dial-up PPP clients as well.

There are many tools, free and otherwise, that will do exactly what he's asking. One of my favorites is VNC, by AT&T labs. It's cross-platform, very lightweight, and it's free.
