Is there any possibility to block traffic from particular IP address in Windows XP. Except from windows firewall

Your question is unclear. Block internal or external ip? What do you mean by "except from windows firewall"? Not use windows firewall to block ip? what is your thinking here?

Most soho routers offer a way to setup firewalling.

You could build a cheap system using untangle or other firewall software to block access to many other things including the ip or domain names

Either of the choices would be a great start to a secure system.
